The After the Crisis initiative was created in 2006 by the Center for Mental Health Services, U.S. Department of Health and Human Services, in response to the mental health impact of Hurricane Katrina. Helga Luest authored all four issue briefs and the white paper on Victims of Violence in Times of Disaster or Emergency.
